Tori pulls uke forward onto a straight leg laid high across the front of uke's thighs, and uke's moving body wheels around that leg like a spoke around an axle, rotating fully over before landing.

Analogy

Someone sprints for the train and hits a locked waist-high turnstile bar at full speed. Their hips stop dead on the bar, their legs whip up behind them, and they pinwheel clean over the top.

Why it maps

The fixed bar across the hips is tori's outstretched leg: momentum above the bar keeps going, the body rotates around it as an axle, and the wheel completes.
