Tori drops his hips below uke's center, wraps an arm around the waist, lifts uke onto his hips, and tips forward. Uke's body rolls over the hip like a load over an edge and lands in front.
Analogy
A gardener wheels a friend along in a wheelbarrow, then lifts the handles high. The passenger pivots over the front lip and rolls out onto the grass in a heap while the barrow tips over its front wheel.

Lifting from behind rotates the whole load over a low fixed edge at hip height, exactly how tori's raised hips become the tipping point uke rolls over.
